In Los Angeles, gangs on the streets are robbing wealthier people of their expensive belongings and money. Capt. Jonathan Tippet told the LA Police Commission on Tuesday that at least seventeen gangs, most of them based in the southern parts of Los Angeles, have been staging robberies, and sometimes using spotters to target people wearing high-end watches or driving expensive cars.
